     1.   Description of the Technology.

Enviropacific Pty Ltd is a family owned and operated business based in Perth, Western Australia. Enviropacific has established a distribution and resellers network in New Zealand, New South Wales, Victoria, and Queensland with an International Distributor Network in Thailand, India, as well as in the Middle East.

Enviropacific manufactures an extensive range of non-hazardous cleaners, degreasers, and waterproofing systems for the commercial and domestic markets.

Environmental Requirements

3.0 Fitness for Purpose
Certified products should be of high quality and perform well in their intended application. High standards of product performance are implicit in the label. Certified product must ensure that the product is fit for its intended purpose
The EP Waterproofing System is a water-based sealant for use on masonry, plaster or stucco. The product holds a Greenspec certification in the U.S., and has been tested against relevant Australian Standards. The product is manufactured in Australia and shipped all over the country. GECS have inspected a copy of the test certificates for water absorption, and the test for negative hydrostatic pressure testing. Finally, GECS has inspected product samples and has found the products to be fit for their intended purpose.
4.1.1 VOC Levels
Compliance to these criteria can be demonstrated by the VOC levels of the base paints with or without pigments.
4.1.2 VOC Levels For solvent-based coatings
The paint shall not contain VOC's in excess of 200g/litre.
4.1.3 VOC Levels for recycled paints
The VOC level (averaged across batches) in the paint, must not exceed 100 g/litre.
The EP Waterproofing System has no vapor pressure value assigned and no volatile compounds. GECS has reviewed a Material Safety Data Sheet for the water-proofer and has determined that the product complies with the requirements of this criterion (no solvents are used). GECS has reviewed all other MSDS sheets and have found them to be compliant.
4.2 Titanium Dioxide, Zinc Oxide and Lithopone Content
Should not exceed 40g/m2 of dry film.
This criterion is not applicable to the Enviropacific Waterproofing System, as it does not contain any of these substances.
4.3 Glycol Ethers GECS has reviewed the Waterproofing System ingredient list, and none of the ingredients contain glycol ethers.
4.4 Heavy Metals
Sb, Ba, Cd, Pb, Cr, Hg, and Arsenic or any toxic heavy metals and their compounds shall not be added during production.
The use of Barium Sulfate (Barite) is excluded from this limitation.
GECS are informed that the EP Waterproofing System contains none of the restricted heavy metals, glycol ethers or oxides mentioned in this criterion. This has been verified through an examination of all MSDS sheets associated with the waterproofing system, as provided to GECS by Enviropacific. After examining MSDS for all ingredients used in the manufacturing of the product under assessment, and following a site assessment of the manufacturing plant, GECS has concluded that Enivropacific is fully compliant with the requirements of this criterion.
4.5 Packaging
All plastic packaging containers must have a plastic resin identification code clearly visible on each container.
The packaging for the EP Waterproofing System consists of plastic containers. GECS has inspected samples of the packaging used and found them to be compliant. The waterproofing system is packaged in plastic with the resin code clearly affixed. The plastic identification code is 2 HDPE, meaning they are easily recycled. 
4.6 Carcinogenic Substances
Approved paints should not contain substances listed as carcinogenic by the International Agency for Research of Cancer (lists A, B1) at a rate of exposure not exceeding one twentieth (1/20) of those defined by exposure standards determined by the National Occupational Health and Safety Commission (Worksafe Australia).
MSDS for the EP Waterproofing System have been reviewed, and show no presence of carcinogenic substances. In addition, information requested under section 4.4 provided evidence of compliance with this criterion. Finally, independent test reports and letters were reviewed as further evidence of compliance with the requirements of this criterion.
4.7 Restricted Substances
Alkyl phenol alkoxylates (APEO’s) shall not be added during production.
It is understood by GECS that the EP Waterproofing System does not contain APEO’s based on information gathered during the site assessment. An examination of the Waterproofing System ingredient list has confirmed this.
4.8 Use of Ozone-depleting Substances in Industrial Solvents and Cleaning Agents
The solvents used to clean the production equipment of architectural coatings must not contain ozone depleting substances as listed in Annex A, Annex B and Annex C of the Montreal Protocol or specific others.
GECS have been informed that the production of the Enviropacific products does not utilise any of the listed chemicals. Water is the cleaning agent used to clean the product ingredients. This has been verified during the site assessment.

4.9 Solvents
4.9.1 Hydrocarbon Solvents

The paint shall not be formulated or manufactured with more than 20% by weight of hydrocarbon solvents, based on the total formulation.
4.9.2 Aromatic Hydrocarbon Solvents
The paint shall not be formulated or manufactured with aromatic hydrocarbon solvents.
4.9.3 Halogenated Solvents
The paint shall not be formulated or manufactured with halogenated solvents.
4.9.4 Ethylene Glycol
The paint shall not be formulated or manufactured using ethylene glycol as an integral part of the paint formulation.

According to information supplied to GECS, the EP Waterproofing System does not contain any of these listed solvents. This has been verified by GECS during an examination of the product ingredient list, MSDS for all ingredients, as well as the list of manufacturing process procedures.

 

EP Concrete Cleaner & EP Eco-Kleen
(GECA 17-2004 – General Purpose Cleaners)

Environmental Requirements

3.1 Fitness for Purpose
Certified products should be good performers in their intended application. It is implied that certain standards of product performance are implicit in the label. Certified product must ensure that the product is fit for its intended purpose
 
The EP Concrete Cleaner is a non-ionic, bio-degradable surfactant designed for cleaning concrete, bricks and outdoor surfaces. This product has been independently tested.

The EP Eco-Kleen is an industrial strength degreaser and disinfectant cleaner designed for uses ranging from household cleaning to heavy-duty steam cleaning. EP Eco-Kleen is NSF registered.

GECS is confident that both these products are fit for their intended purpose and therefore meet the requirements of this criterion.
 
3.2 Formulation Requirements
The phosphorous load shall not exceed 25 mg/litre.

General purpose cleaners shall not be formulated or manufactured with:
• EDTA;
• NTA;
• APEO’s;
• reactive chlorine compounds such as hypochlorite or organic chlorine carriers;
• substances classified as carcinogenic according to the approved criteria for the classification of hazardous substances by the National Industry Chemical Notification and Assessment Scheme
 
GECS have been informed that neither of the products under assessment contain phosphorous or any other chemicals listed in this criterion. GECS have received documents showing that the EP Concrete Cleaner has met the approval of the U.S.A EPA proposed VOC requirements, complies with OSHA’s Hazard Communication Standard & ASTM E-84-97A. In addition, GECS has inspected MSDS for the Concrete Cleaner and has found that it complies with the requirements of this criterion.

An inspection of MSDS for the ingredients of the Eco-Kleen product has found that this product is in compliance with the requirements of this criterion.
 
3.3 Solvents
General purpose cleaners must not contain:
a) Halogenated organic solvents or butoxy-ethanol;
b) volatile organic compounds in excess of 10% by weight
 
An inspection of MSDS for all the ingredients used in the Concrete Cleaner product has found that this product is in compliance with the requirements of this criterion.
3.4 Fragrance
Fragrance must be produced and used in accordance with the “Code of Practice” compiled by the International Fragrance Association (IFRA).
Fragrance containing the following mitromusk compounds must not be used because of their cancer risk
 
GECS have been informed that neither product contains any fragrances. This has been verified during an examination of ingredient lists and MSDS for product components. GECS is satisfied that none of the products under assessment contain fragrances that are of concern under this criterion.
3.5 Colours
Colorants used must be included on the “List of Colouring Agents Allowed for use in Cosmetic Products” in Annex IV of European Commission Directorate 76/768/EEC.
 
No colours are used in the products under assessment. This has been verified during an examination of ingredient lists and MSDS for all product components. GECS is satisfied that none of the products under assessment contain colours that are of any concern under this criterion.
3.6 Consumer Information
a) The detergents must be accompanied by instructions for proper use so as to maximise product performance and minimise waste.
b) All detergents must display on the container a list of product ingredients which complies with the requirements of the EEC Commission Recommendation for Labelling of Detergents and Cleaning Products.
 
GECS have examined product labels and determined that they are in compliance with this criterion.
3.7 Packaging Requirements
• All plastic containers and plastic components must be made of plastic that are recycled in Australia (or the country to which the product is exported and sold).
• Packaging must not be impregnated, labelled, coated or otherwise treated in a manner, which would prevent recycling (i.e. PVC sleeves, metallic labels).
• All plastic packaging (i.e. container, cap, measuring devise) must have a plastic resin identification code clearly visible on each item.
• Packaging (including labels) must not contain PVC or any type of chlorinated materials.
• The cardboard packaging shall consist of ≥70% recycled material.
 
GECS have been informed that all product packages are marked with the appropriate resin identification codes, and that both products are in compliance with the requirements of this criterion. This has been confirmed during site assessment, as well as physical examination of the products under assessment. All are appropriately packaged in recyclable plastic containers and marked with resin codes. The plastic identification code is 2 HDPE, meaning they are easily recycled in Australia. The containers are not impregnated, labeled or coated in any way that would prevent recycling.

        3. Environmental and Social Regulatory Obligations:

 

GECA also found Enviro Pacific to be fully compliant with their obligations under Labour, Anti-Discrimination, and Safety Regulations. The company has not been the subject of prosecution in relation to compliance with labour, anti- discrimination, safety regulations and environmental regulations.
